C-11 Work Permit

This is the category through which entrepreneurs and self-employed persons can apply for a work permit that does not need LMIA provided the applicant controls 50% of the business. In this, the applicants can either seek to temporarily set up their business in Canada or fulfil the dual intent of setting up the business and obtaining PR eventually. For the former, the applicant needs to show that their operation of business in Canada is going to be of significant benefit to Canada economically, socially and culturally or the business will be generating opportunities for Canadian citizens and permanent residents.

What are the significant benefits?

The list is not exhaustive but benefits like creation of jobs for Canadian citizens and permanent residents, advancement of Canadian industry, opportunities for Canadians to improve their skills, etc. The officer will look into certain factors to analyse the significant benefit aspect of the application: viability of business in providing economic benefits, applicant’s knowledge and skills to run the business, applicant’s business plan and steps taken by the applicant to initiate and run the business.
